Tool for Conducting Community Vaccine Drive

India has 600 million Citizens to be Vaccinated as quickly as possible.

There are so many wonderful Association members who are trying to conduct a Community Vaccine Drive despite the shortage and other challenges.

Spending way too much time gathering resident details for the drive, using Excel sheets, Google forms etc. is hardly feasible. And this data keeps changing as Residents get vaccine elsewhere etc. Then comes money collection, issuing tokens for crowd management etc.

Overall the process can be fraught with chaos.

That changes now.

Your ADDA now has a End-To-End Tool for Conducting Vaccine Drive. Complete Module for the Vaccine Tracker. Right as part of the Covid Vaccine Tracker.

How does the Vaccine Tracker work now?

Using the Vaccine Tracker, now you can:

  • Record and keep the vaccination status of each and every resident. This will ultimately help you keep an eye on the vaccination status of the entire community.
  • You can organise a Community Vaccination Drive without the hassle of data collection and ongoing updation. With the vaccine tracker, all of this will be available to you LIVE online.
  • For the Community Vaccine Drive, you can set up Payment to be collected for Vaccine and set up vaccine slot booking to avoid crowding.

3 steps to get this going

Step 1: Make an announcement to residents requesting them to update Vaccine Tracker on their ADDA app.

In case Residents don’t find all Members of their Flat added in ADDA, they can do it easily. See Video.

They can update the Vaccine status of these Members immediately after adding. Admin can meanwhile carry on the Approval process for these Member additions, as usual.

Step 2: You will find the Report here.

Admin > Units & Users > Reports > Vaccine Tracker Report

This report can be used to provide information to the hospital you partner with for the Community Vaccine Drive.

Step 3: Once you fix the dates to conduct a Community Vaccination Drive, set up vaccination Slots for residents to book, in order to avoid crowding.

Residents can also pay for the vaccine online to the Association, along with the slot booking itself. Convenience at its best!

This is how you can set up a Vaccination Drive for different Vaccines:

  1. Go to ADDA Admin > Facility & Activity > Setup > Click on Add Vaccine drive.
Community Vaccine Drive

2. In case you want to set up a vaccination drive for different vaccines, you can setup a new facility name – Covishield Dose-1 OR Covishield Dose-2.

Now, Residents can easily book their preferred Vaccine Type, Dose, and slot as well as pay for the Community Vaccines Drive!

Q: Is there any Tax Implication for RWAs in Collecting and Paying Vaccination Charges on Behalf of Residents to the Hospital?

As per Entry No. 77(c) of Notification No. 12/2017 – Central Tax (Rate), dated 28-6-2017 (as amended) service by an unincorporated body or a non profit entity registered any law for the first time being in force, to its own members by way of reimbursement of charges or share of contribution upto an amount of Rs. 7,500/- per month per member for sourcing of goods and services from a third person for the common use of its members in a housing society or a residential complex is exempt.

As per the above the above notification, it is clear that if the contribution exceeds Rs. 7,500/- per month per member inclusive of Vaccination charges, GST would be leviable on the entire contribution of such members.

In case, if the contribution does not exceed Rs. 7,500/- per month per member inclusive of vaccination charges, the entire contribution of such members would be eligible for the exemption under the said notification.

However, RWAs that collect Vaccination fees from their residents and pay the hospitals on their behalf can treat the vaccination receipt as a reimbursement of expenses and avoid GST. RWA is expected to keep proper records of such receipts and payments.

Disclaimer: The above information compiles our learning from a good number of Apartment complexes in India. Please note that there will be various interpretations by different auditors on the same subject. It is best to follow the interpretation of your auditor who is responsible for your financial statements and reporting.
